Am I the only one confused by this? The whole point of an appeal is to appeal a punishment given out by another staff member, and if you looked at the evidence properly, from a non biased perspective, and decided to accept/deny it regardless of what the original admin determined, then there is no need for an apology

This is not relevant if you took the time to properly look at the appeal, and if you came to the conclusion that the original administrator/moderator who punished them was wrong, then they should figure out if there staffing ability is up to par with what is expected from a member of staff.
Another thing, if you truly did handle appeals wrong, then a Head Administrator can just overrule it. If a Head Administrator is not overruling it, then the original staff members opinion has no grounds as the LT agrees with your decision.
