People want that for nostalgia. That's the reason.
If we create a server which is just based on people wanted to hold onto that feeling of nostalgia, as was attempted with Friendly Players in the past, the server will just die out incredibly quickly as soon as users no longer get that same feeling, which does always go away once you get used to it again.
What we want to create is not something which will just draw in old players and let people relive a little bit of nostalgia. We want to create a server which is a little friendlier for new players so that they can base, so essentially, yes, this will be a basing server. However, something that we can do is have certain special printers / printer boosters disabled on the server to give people a reason to take the risk of basing on the main servers.
A lot of people seem to be getting the wrong idea about this. We know that we can't please everyone in the community. That will never happen, because in any environment, people will always want something besides what they actually get, the whole "grass is greener on the other side" thing. We will not do any kind of server reset at any point, but nor will we remove all of the items from the main server that make ZARP unique and fun compared to other servers.
The best middle ground that we could find on this was the idea of a ZARP Classic server (a name like ZARP Combat may be more suited to the server itself in all fairness), in which certain items will be disabled so that people can't use OP methods of raiding / defending or making money (suits, x4 printer boosters, some special weapons, etc.)

I think you're misunderstanding a little, people want a fresh db so that they can do simple things such as raid pd or bank etc, without getting skull fucked by multiple suits.
Think about it, everyone used to love using the psg and svu, but now it's changed to suits and gluons, and what ever special weapons. I just don't see the fun in a sort of pvp that just requires you to hold mouse one and swing your mouse from left to right, compared to one where you need to show at the very least, a little bit of aim, and I am very sure a lot of people think this too.
People don't want this to draw in old players or for a nostalgia trip. You need to consider the fact that people who were not even around when zarp was at its "prime" want to see this server with a clean database.

You want to create a server that is friendlier to new players? Then just start it on a new db so that no one will be stupendously rich, or have items that makes their time when playing a literal walk in the park when it comes to raiding or defense.
Secondly I am sure you guessed it, it will make everything A LOT more balanced than keeping some of the the special weapons that people may have skipped over in their suggestions.
This also has a great benefit! IT WILL BE BALANCED FOR NEW PLAYERS!
Finally, when it comes to printers as well as items, I think this the diamond, bdp and gencorp should be nice a long with a 2 or 3x booster so that the economy will not inflate to the size of Robs forehead, but discussions about items and other printers should be held off until the server goes live so that you can see what the majority of players want after actually playing on the server.

This is just how it looks to me, but it seems like you're thinking more of what the minority will want over the majority.
We are fully aware that you cannot please everyone, but you should focus on what the larger mass of people actually want.
Think about this, would you rather have the shit that a small amount of people want so that they can play on the server, or would you prefer what the larger amount of people want so that they can play as well as populate the server? I am sure you already know the answer to this.
We're not or no longer asking for items to be removed from normal ssrp, but the majority don't want them infecting the classic server that has a huge amount of potential.

When it comes to the server name, you should aim for something more attractive. Show off what the server has to offer if you will.
New players tend to not have the privilege of owning or joining a gang with prop protection, so a lot of the special weapons can easily fuck their base up, don't forget about that.
A LOT of special weapons can be used for OP methods of raiding at the very least to players without prop protection so what would be the point in simply removing some of them?
I do agree with removing suits and x4s, but a lot more thought has to be put into items.
Like I've stated before, I suggest starting a new db without the specials weapons that cause chaos, and later down the line, see what the people want to be added.
I just woke up boss man so you can expect shit grammar, but hopefully you get some sort of idea where most people are coming from when they say they want a new database.
