TOPIC: Better DarkRP staff

I made f1's and NEVER get answered, nto even after waiting 15-30 minutes.

So your suggestion is to demote everybody and get a "better DarkRP staff"

So you're looking for quantity over quality?
You're contradicting with your title.

There are great staff members.
If a staff member is having trouble with something, they may ask and might improve on that.
If a staff member is continuously doing the same mistakes, that's why there's demotions.

I do not see the requirement of this suggestion.

If you think certain staff members are not doing their job correctly gather proof and post it on the forums or report it to an SA+.

Possibly that your F1 was glitched.

Currently the F1 system is a bit buggy, but is being worked on. Sorry to hear you are having a bad experience with this, last resort if you believe it is glitched and nobody can do your F1, message a staff member in game.
