You're contradicting with your title.
There are great staff members.
If a staff member is having trouble with something, they may ask and might improve on that.
If a staff member is continuously doing the same mistakes, that's why there's demotions.
I do not see the requirement of this suggestion.

If someone's not doing their job right, they are really unlikely to get away with it.
Sure, the staff team had brighter moments, but it's not in such a bad situation for a mass demotion to take place.
You also haven't provided any proof to back up your claims.
