Suggestion Title:
Less successful coinflip scams.

How would it benefit the server:
Fewer people getting scammed.

Potential Issues/Exploits:
None that I see.

Additional notes:
Basically, if someone coinflips a scammer a hyper suit but the scammer doesn't want to pay up when he loses and just logs off, then a HA+ would take the item from the scammers' inventory and move it to the victim. I think it's a good idea to make this a thing, but if you have different opinions, please voice them.

No the same amount of people would attempt a scam. Being perm banned and only being unbanned by repayment is the same effect as this.

Head Administrators do not have, and should never be given the ability to do such stuff - Fuck, even i wouldn't trust myself with such power in all honesty. Giving it to the Community Team seems like a decent idea but they are usually occupied with more important, server related shit, and with Refunds already being a thing, this would over-flow them with unnecessary work. I'd stick to the same old system we use to deal with Users who have scammed as it's good as it is...

Realistically, this isn't necessary. Sure, more player MIGHT get the item they coin-flipped for, but most scammers usually don't even have the item in the first place. Those who do have the items will inevitably end up refunding the player anyway because they want to re-join the server.
