The time factor people talk about isn't meant for just saying "oh hasn't been in the community long enough" people say this because time equals consistency. Adding a few weeks onto someone to see their consistency and dedication is what that is for. It's to test if they can consistently keep up how well they're doing and how dedicated they are in earning the position. Time is a factor in the vote, it would be stupid to say it isn't.
When you put it this way of course, you're 100% right, however it seemed like people were minus supporting her based on her time in the community just for the sake of it, without elaborating as to why her time in the community affects her competency.
