Perhaps to appease the community somewhat Grand Wizowd brings the best option, with a month-long ban to rethink your actions on your first offense.
This does seem like a good course of action. Maybe a ban from anything from 1 week to 1 month for the first offense (with a very low chance of an appeal being accepted), and then if they get caught hacking again, then onto a permanent ban. A straight up perma means you can just appeal it, but only a kick is too lenient.
