I believe that the difference between a kick and a perma ban is too big to really get a proper conclusion out of this. I'm 100% sure there are at least a few people out there that havevoted for the perma ban option, even though they believe that it is too harsh. But because the kick option is too soft, they voted for the ban option anyways.

This does seem like a good course of action. Maybe a ban from anything from 1 week to 1 month for the first offense (with a very low chance of an appeal being accepted), and then if they get caught hacking again, then onto a permanent ban. A straight up perma means you can just appeal it, but only a kick is too lenient.
