This is a bullshit argument. In the case, you presented it would have been just fine if he added all of the PRIZE MONEY
but since he didn't the only conclusion we were led to is that the prize is 9 Billion cause he did not specify the prize pool OR that they will ONLY win the prize pool
(which we could have speculated from it is not 9 Billion) and that there's some sort of bullshit going on."

9 BILLION MILESTONE - Meaning that is the goal that he had REACHED

The only thing he can give away is the PRIZE pool, or then he's just giving nothing away.

Also, why would he be giving 9billion away if he just reached 9 billion? Have you ever seen a giveaway work like that?

Thats like saying " Oof, I finally have £10,000 from that GoFundMe page, time to repay my debt to the people, lemme just give back all the money!"

It is not scamming and Capting will sort it out.

Doing a giveaway is gifting items/money to a random individual who has entered it. And therefore the scamming rule does not apply to it. The scamming rule clearly states that:
It is not considered a scam unless money or items are lost or received. Except in the case of agreed upon coinflips, dice rolls or minigames.

A giveaway is neither one of them. Therefore it's not considered a scam.

Yes it is. A giveaway, is a minigame, where you agree on the the terms to enter with a chance of winning something. The agreed terms were, if you completed all the necessary steps, you would be in with the chance to win 1.8billion. The terms were agreed on by honeypot because he orchestrated the rules, so he agrees to them as they are his rules. Like honestly skeleton, it's literally the same as a fucking lottery, If the mayor creates a lottery and you won, and you only got £2 instead of 1.8billion, wouldnt you be annoyed? Your point is invalid as there were indeed terms for this minigame.

Well I can tell you right now a giveaway is definitely not a minigame, using your logic of stating it's a chance of winning something, then it is a gamble more so than a minigame.
