Yes it is. A giveaway, is a minigame, where you agree on the the terms to enter with a chance of winning something. The agreed terms were, if you completed all the necessary steps, you would be in with the chance to win 1.8billion. It is something given out for FREE, FREE OF CHARGE. It isn't a scam as none of the people who joined the giveaway had lost anything but a chance at gaining something which was not stated in the post but was rather left as either a mystery or a troll but then again, you'll only just assume that he's giving away 9bil just like the other 50 people are.
