Happened to me once, almost got my visor lased like a spastic
Basically you have some "holes" that think that you left the district during the ZC, so when you get out of the "hole" to come back in the ZC district everything is reset and your weapons are holstered.

The gas station in surbubs was a huge hole too, i believe it was fixed.
Just don't go there anymore until it's fixed. I'll do some tests in game and figure out how big the supposed hole is, and i'll report it asap

Its not random, its a bug with the psg only, in some spots in each district during psg only it removes everything but psg and sets you to 0 ap. I know this because me and nafe were ~~abusing~~ using the visor suit a while back and in the buildings in gencorp if we were to stand up it would set us to 0 ap

You can easily recreate this to show its a bug by having a gang member start a psg only zone capture and before you enter put on any suit with armor, walk in and it will remove it all.
