Its not random, its a bug with the psg only, in some spots in each district during psg only it removes everything but psg and sets you to 0 ap. I know this because me and nafe were abusing using the visor suit a while back and in the buildings in gencorp if we were to stand up it would set us to 0 ap

You can easily recreate this to show its a bug by having a gang member start a psg only zone capture and before you enter put on any suit with armor, walk in and it will remove it all.
