Happened to me once, almost got my visor lased like a spastic
Basically you have some "holes" that think that you left the district during the ZC, so when you get out of the "hole" to come back in the ZC district everything is reset and your weapons are holstered.

The gas station in surbubs was a huge hole too, i believe it was fixed.
Just don't go there anymore until it's fixed. I'll do some tests in game and figure out how big the supposed hole is, and i'll report it asap
