Suggestion Title: Stop batton rushing

How would it benefit the server: We have all seen it, we have all been a victim of it. The fact is that being wanted and then immediately getting ran at and arrested is very well, mingy shall we say? I feel it should be against the rules for that reason. While I understand many people will object to this, it is a undeniable fact that hitting someone with a red batton and making them disappear disrupts RP.

Potential Issues/Exploits: Difficult to enforce

Additional notes: Pls remove it <3

This is SSRP. Not Serious RP. If you want to remove baton rushing, you might as well remove the arrest baton and use the handcuffs instead. But oh wait, this IS SSRP. So that means that it's not so serious, and things like this can happen to keep the gamemode fun for 99% of the people.
