Suggestion Title: Stop batton rushing

How would it benefit the server: We have all seen it, we have all been a victim of it. The fact is that being wanted and then immediately getting ran at and arrested is very well, mingy shall we say? I feel it should be against the rules for that reason. While I understand many people will object to this, it is a undeniable fact that hitting someone with a red batton and making them disappear disrupts RP.
