Server Name: SSRP #1 and #2

Suggestion Title: A gang upgrade that would allow users to access their bank from anywhere with a cooldown.

How would it benefit the server: It would give users another useful utility gang upgrade. It doesn't make being in a good gang needed but adds a useful, not offensive upgrade to the gangs.

Potential Issues/Exploits: people could see the banker NPC as useless and mug it.

Additional notes: It could be a 5-20 minute cooldown, and would be really useful for many different things. I know it's a little too late for this update, but there's always Christmas. ^falalalala
