TOPIC: [SSRP] Allow change of banned user gang ownership

Suggestion Title: Allow for the change or transfer of gang ownership from a banned user to someone else
How would it benefit the server: In the case where a gang owner is CM banned, the gang is unable to make certain decisions such as make allies. A problem was raised by someone on the forum where they can't ally due to their owner being CM banned, and the specific request was denied whilst the actual key problem was completely ignored. There needs to be a way for these people to continue business as usual: it's not fair.
Potential Issues/Exploits: None.
Additional notes: I have no vested interests in any gangs this may apply to, but I think it's important given what people have posted. I think this is a sensible solution, albeit not the one some may want.

EDIT: The post that inspired this was about allowing officers to ally. This request is different entirely, so it's not a copy of something already handled.

The problem isn't ignored there isn't a problem. Actions have consequences and if the owner of the gang is banned then the only way for them to preform these actions is to appeal their ban then they can do it. I will look at adding a co-owner rank, but in this case it wouldn't help because the person is already banned. We also gave banned people the ablity to do this by allowing them to reconnect while banned. So its only the worst offenders this effects. People who run a large gang that people have put a lot of work in shouldn't be doing things that will get them CM banned. If they do then you probably shouldn't be in a gang with that person...
