Yes you should fully flesh out an idea and spent multiple days / weeks thinking it out and writing it up before you have any idea what so ever if anyone wants this obscure server type / game.

The post clearly wasn't a official suggestion but a first idea to see if there was a chance anyone would want to have a server like this because its obscure, I don't know why everyone seems to have such a big problem with this ?
Fair plays he didn't explain the game mode but why does he have to make a whole write up about it >
