Suggestion Title: Hyper Tp Shield and Hyper Tp Attractor

How would it benefit the server: Add a new way to protect against hyper suits

Potential Issues/Exploits: n/a

Concept :
- Hyper Tp Shield : Prevents Hypers from using tp ability in close range (Maybe a portable device (on player) or a grenade kind of thing (which works for a short period) )

- Hyper Tp Attractor : Will change the destination of every hyper which happen in a mid-range distance to that point (Could be a scan-jammer kind of thing)

The hyper is still on the lower end of the suits with the ability's already being nerfed. You currently only get 500 hp when teleporting along with your teleport only lasting a set amount of time.
