Suggestion Title: Hyper Tp Shield and Hyper Tp Attractor

How would it benefit the server: Add a new way to protect against hyper suits

Potential Issues/Exploits: n/a

Concept :
- Hyper Tp Shield : Prevents Hypers from using tp ability in close range (Maybe a portable device (on player) or a grenade kind of thing (which works for a short period) )

- Hyper Tp Attractor : Will change the destination of every hyper which happen in a mid-range distance to that point (Could be a scan-jammer kind of thing)
