Suggestion Title: Give admin+ access to the !spectate command.

How would it benefit the server: Help staff to deal with people who are accused of breaking rules such as prop abuse, and also to gather evidence of a suspected cheater.

Potential Issues/Exploits: Could be used to abuse, but this can be countered by having it say it chat when a staff member begins spectating someone and who they are spectating in the chat for all staff to see, like the way it works on other servers such as Deathrun.

Additional notes: I believe it would be helpful for staff members (admin+ due to the trust involved) to have the !spectate command. This is helpful because it is much quicker to do than clicking through all of the players when you are dead until you reach the correct person, and also can be used when you are alive, whereas currently there is no way to spectate people while you are alive. This command is beneficial because staff will be able to use it to deal with people breaking the rules as they can spectate people who have been accused or they suspect will prop abuse even when they are alive, this means the rulebreakers will be dealt with a lot quicker. It is also helpful when gathering evidence of a suspected hacker. If admins+ can be trusted to use this command on SSRP, where it can be abused a lot worse, then I don't see why not on TTT.
