ZARP is amongst the most well-known and popular Garry's Mod communities, and well designed SCP-RP servers such as the one on W-G usually have a good number of players on the servers throughout the whole day. Yes it does require people to be fun but if this ever gets accepted and gets coded and developed well, i doubt there will be an issue regarding a lack of Users, at least i hope so...
One thing to watch out for as well is where the server is hosted. For example the most popular Deathrun server has a large Eastern-European playerbase, you only have to be on the server for 5-10 minutes to realise it; they all chat in their native tongue so players who do not speak the language may not feel welcome in comparison to English speaking servers where everyone speaks some English if not fluently.
Servers that are US hosted for example will obviously have a predominantly US playerbase and won’t attract a lot of EU players.
If SCP-RP is a popular gamemode for the US you may want to consider waiting for a US host to be available.
