Cap on items is not the same as making the items harder to obtain; in fact, the former would benefit the poor while the latter would be beneficial solely for the rich. Read better pl0x
IP limit + steam ID limit would not be easy to work around because if you knew more stuff about VPNs , one of the few disadvantages are the shitty DL/UP speeds.

and people are always going to find a way around to gain an advantage over others and make money, and shitty internet won't stop them

As stated by Denis, this is completely the wrong way around. What's needed isn't making money worthless, but expanding the economy to establish a market with more items and more places to spend your money on. This is also EMP's and Chute's way of doing things, they just need more time to actually get it all done.
