Time and date (CET) - (When did it happend?) 24/09/2015 5:00 AM (GMT)
Other comments - (Anything else you want to add?) Basicly, Someone scammed him and he got mad, He then tried to harras the player who scammed him and then rpged his base as a citizen.
Reason - (What rules did the person break?) RPG as Citizen, Raiding a RP House, LSTAP (Left server to avoid Punishment), Lying to Moderator.
Story - (What happened?) Basicly, Someone scammed him and he got mad, He then tried to harras the player who scammed him and then rpged his base as a citizen. When I tried to teleport to him he had left so I couldn't get his steam id. I also forgot to open up console to get his id before I had left which was quite bad.
Proof - (Any proof (video or screenshot) that clearly shows what happened.)

They need his steam id and proof it is his steam id so they can warn or ban him and make sure it is him or this probably will get denied
