It would make sense if he had a weapon or posed a threat in the first place but he made 0 attempt to arrest nor did lucky pose any real threat considering he was closing the door whilst locking a door

And that is the problem with a lot of the SSRP rules. The guy didn't break a single rule I highly doubt he will even be told that it's a dick move. Good luck getting it accepted!

It was a district base which he was raiding and you were clearly defending it, even if you weren't simply being in a district base during a raid means you can be KOS'd
