Looks to me like he's trying to unlock a door, falls under none of those categories

he was wanted and he was closing the door. devas should've arrested him.

If I'm not mistaken from the look of the district and the active nuke. He is raiding an active nuke which is in a district base. Why exactly does he need to arrest the guy?

the person was standing still whilst closing his door and he was wanted. why does devas just shoot him and not arrest him?

its a dick move from a dick person but it's allowed
