grumpy equipped a milkor as citizen randomly in his mining dupe and with all the fear around rdming afk miners I can see why he'd react that way.
I mean, the mines are practically a no raid zone (with exceptions I know) and citizens have hardly got any reason to randomly start shooting people. When I was in a sit with a user 1-2 months ago I said the exact same thing you say now: the possibility that a user might RDM you is not a valid roleplay reason to kill them before the fact.
I completely agree, yet a user that may rdm does not care whatever job he is at that current moment and will do it otherwise. We can further say that a threatening gangster's got as much chance to kill as any random job and as a result , a citizen, when all this boils down to rdm. Although I admit it's not a valid reason to kill someone before letting them kill you in fear of an violation of a rule, yet this is the result of a certain threatening presence that the person "transmits", which comes as a result of simple questions as "what would this person want here", "what are his intentions", "does he have anything that may result in me getting rdmed?".
