So after clearing up confusion about this in Teamspeak with the help of Tyler, it's come to our attention there has been some confusion on what's allowed when it comes to mentioning banned players, etc.

To clear this up, you are allowed to mention banned players - However, discussion about users who are banned is prohibited here on the forums. Mentioning these players in thank you topic(s), etc. is just fine, however do not cross the line of discussing these players.
