By removing "users who have" this gives a little leeway for users to still include people's names in a post, but still cannot discuss any specifics about their bans, why they were punished, etc. Again, I think this change will make forum staff's jobs a little easier so they no longer have to scour posts for someone's name, and make user's posts less restricted.
