Well ZARP isen't pay to win cuze you can still get these stuff but you have to work for it or you can do it on the fast pay and donate. + Donate help keep the server running and the packs just a bonus thing. You donate if you will support the server you + you get Bonus things like packs and VIP. but without donate will take little longer to get those stuff/Items but its worth it in the end

Zarp is not pay to win because it is not pay to win if you can obtain these items without paying but if you wish to pay you can get these items easier just like any rewards . the booster packs are optional and you can still obtain the items in them without paying but if you wish to support the server and donate you can get a reward.
