These rules don't give you permission to kill someone for illegal gun in hand.

what happened to attempting to arrest before shooting?

As someone doesn't from a threat to you you should actively try to arrest them.
As no shots where fired neither were aimed at you no threat was formed.

Also I didn't warn you for that part Crystal.. When you killed me near banker is where you got warned for.

To let you notice, You cant randomly shoot someone whilst having a illigale gun out or if they aren't a threat to other civilians or you.

yhe only time you can KOS someone for having a gun is if it says you can on the law board or if you try to arrest them and then they try to kill you

Ok, thats completely my fault. I made an big mistake. I rushed the help for Alexzander, and i told Ashur something wrong. As this is my fault id like to get him Unwarned. I completely Apologise for that and i know it's my fault. I will accept any punishment for what i did. Sorry for that again.
