Grease two 9-inch round cake pans with cooking spray or butter and line the bottoms with parchment paper. In a large mixing bowl, sift together the flour, sugar, baking soda, salt, and cocoa powder until well combined. In a separate bowl, whisk together the vegetable oil, buttermilk, eggs, red food coloring, vanilla extract, and white vinegar. Add the wet ingredients to the dry ingredients, and mix until just combined. Do not overmix the batter, as it can result in a tough cake. Divide the batter equally between the two prepared cake pans.
