How would it benefit the server: drain money

Additional notes: make a percentage of money removed from each person on the server every week, the more money they have the higher the percentage

There’s more intuitive ways to incorporate money sinks than just removing money weekly, such as the police auctions.

People really don't like losing items / money without getting anything in return. Removing a certain amount of money regularly is just gonna piss people off - a better alternative would be to come up with something to use more money / items on that actually gives you something in return.

I've been working with the rest of the Community Team on money sinks for quite some time now, and we have managed to come up and add some very interesting ones, such as the Police Auctions. Recently, I've given a helping hand to Xnator with the Halloween update in which you will see one of the bigger money sinks get drastically re-worked. There are also plans for another, a new one, which Chute will add throughout the following weeks/months too, which I'm sure will be fun for everyone as well as very effective.

The fact of the matter is, as Martin said, people don't like to lose money without gaining anything in return - So it's very important to come up with some way of removing money, whilst giving people something in return (mainly items), not only does this make it fair, but it also encourages people to use these features without forcefully removing their belongings or annoying them.

Notice how all the people getting pressed are those with a lot of money

Thanks for the suggestion, however when it comes to money sinks and ways to remove money from the economy, what we're looking for is interactive methods (ie. the police auction system, the casino, etc) rather than passive loss of money which would likely annoy a lot of users and not make much sense from a gameplay perspective.
