Additional Info: but in this clip it shows i have double equiping turned off I tried double equiping a mini2.0 i dont see why it wont have the double equiping feature on the ls but has it on the mini2 medal.tv/clips/58238867/d1337vy7L86I

The ls_sniper is not a special weapon - special weapons are those with a holster timer. The double equipping setting will "disallow double-equipping of special weapons".

This is not a serverside issue, I'd recommend being more careful next time, however if you feel that the ls_sniper should be added as a weapon that cannot be double-equipped with the setting enabled, you're free to make a server suggestion!
