The ls_sniper is not a special weapon - special weapons are those with a holster timer. The double equipping setting will "disallow double-equipping of special weapons".

This is not a serverside issue, I'd recommend being more careful next time, however if you feel that the ls_sniper should be added as a weapon that cannot be double-equipped with the setting enabled, you're free to make a server suggestion!
