It's split into two processes, both of which are done in separate meetings:

• Do we need a new Global Moderator? If yes, open the applications. Otherwise, keep them closed.
• Is {user} a good candidate for this position? If yes, accept the candidate. Otherwise, deny the candidate.

You're not supposed to open a position because you, personally, want someone to get the position in the following meeting.

The meetings are held separately for a reason; so it's easier for people to vote on a position purely on the basis that it is necessary, rather than doing it for another user's benefit. Once the position is open (on legitimate grounds), that's when the actual candidates should be taken into consideration.

The two processes aren't supposed to be gone through at once. And what you're asking would require us to have done exactly that.

Stop arguing because there is literally no point.
