We open the position because we need another Global Mod; whether or not the people applying meet the standard we are looking for is determined during the meeting. We don't sit there and say "yeah, let's open global mods but don't accept anyone". That didn't even happen for Jailbreak.
Richard has held a lot of sections for a long time, but he isn't the only person capable of applying y'know.

It isn't about whether or not there are any viable candidates. It's solely about whether or not there is a need for more people in a certain position.
It's split into two processes, both of which are done in separate meetings:
- Do we need a new Global Moderator? If yes, open the applications. Otherwise, keep them closed.
- Is {user} a good candidate for this position? If yes, accept the candidate. Otherwise, deny the candidate.
You're not supposed to open a position because you, personally, want someone to get the position in the following meeting.
The meetings are held separately for a reason; so it's easier for people to vote on a position purely on the basis that it is necessary, rather than doing it for another user's benefit. Once the position is open (on legitimate grounds), that's when the actual candidates should be taken into consideration.
The two processes aren't supposed to be gone through at once. And what you're asking would require us to have done exactly that.
