You haven't asked me and I'm on S1?

Anw you can break NLR in the district ONLY if there is a PD Raid. There is no NLR in the PD itself, it applies for the whole district. Your question would be applicable for the Bank part where you get NLR that says "Bank" if you die in the vault or KOS area, and you get "Bank District" if you die in the district (even in the bank but not in the KOS Area).

OK, no matter the circumstance police can break NLR at the PD, this is without exception according to the rules. Also if someone dies in the bank they still have NLR at the bank district. It doesn't matter what the NLR system says at the bank you still have NLR at the bank district. No, Im pretty sure cops can break NLR at the PD no matter what. Even if its not being raided.
