Anw you can break NLR in the district ONLY if there is a PD Raid. There is no NLR in the PD itself, it applies for the whole district. Your question would be applicable for the Bank part where you get NLR that says "Bank" if you die in the vault or KOS area, and you get "Bank District" if you die in the district (even in the bank but not in the KOS Area).
