TOPIC: Server 2 - Can you hit people on the road?

I was recently warned by an admin (ParaMontana) for hitting him whilst he was on the road. No hard feelings. We had a discussion about whether it was or wasn't allowed. The rules aren't quite clear on the issue.
3.1 a CDM - You must actively avoid killing players, this included the road and pavement.(please note this can sometimes be unavoidable due to lag. Please make sure you take this into consideration before punishing players)
3.1 b CDM Server 2 - You are not allowed to purposely run people over that are on the grass or pavement area.

Does the first rule apply to server 2?
I would appreciate any feedback and opinions.

on server 2, ofc try to avoid running people over if they are on the road .... everyone appericiates that... but as said, if theyre on the road, and ur comming with 120 MPH, its hard to avoid running them over, so if you run them over on the road by accident, its not CDM

Thank you. I admit i didn't try very hard to avoid him. But to be fair he was standing next to a car in the middle of the road near spawn

if Para could see, that you could've easily avoided hitting him, i understand why he warned you for it... but yeah, just try avoiding it
