I think that a community roadmap might be a great idea, something to keep the players informed about what the development team is working on. Though there's always the chance that a feature is announced, worked on then dropped. Something that might be sad to certain people. However, we should also keep in mind that complaining about something is easy, but coming up with ideas to solve it is a lot harder, but ultimately more useful.
The Casino was a great idea, but sadly it serves as no more than a money sink, the vault was a cool idea! But doing that without a big gang is quite impossible. I think that a solution for newer players might be
Father Watson's amazing suggestion as this would nullify quite a few items and allow for people to base in a much less... let us say "explosive" environment.
Still, besides "Old School" raids where they purposefully limit themselves to using normal guns and very basic explosive weapons (like the RPG-7 the Matador), there's not much they can do as of now. The promise of constant new content was, in my opinion, one of the most driving parts behind Zarp as a whole.
There's not much more I can add, most of the points that I would bring up have already been helpfully brought up by Neilsen. Some things are exceptionally difficult but so are the payouts.
Recently a change had already been made to improve the basic printers that people have access too making it easier for players to start making money.
Though I do have to admit that for new players, Zarp may be daunting. But as I can see it little at this point that can be done. Other than that once again, Father Watson's suggestion is one of the better ideas given to improve upon this situation. One of the best ideas that I can think of is to merge US and EU servers then add an "Oldschool" server where all things are reverted to just the most basic of specials. Though as with most things the Economy might inflate again as time passes. Requiring a good money sink, such as a levelling system where the costs for ranking up increases exponentially and the top players are displayed on the scoreboard. That would give people an incentive to spent their cash.
