You can buy random steam game keys. On sites like G2A for example you get 10 keys for 2,50€.
You can also use bots on Steam that trade you 20-30 (depending on the game category e.g. games with Steam trading cards or without them and depending on the people who run these bots) for one CS:GO key which are 2,20€.
You won't really get any good games or games that are "worth" playing tho there are exception for that, but the vast majority of the games I own will
never be played by me.
The playtime I have on such games comes from using an idle program to farm the trading cards which some games drop and then I can get cheaper badges to get more XP and level my Steam account.
