If i remember right, the road crew worker have a repair bat/wrence to fix cars. They can do this for free or for a small fee. But they are not allowed to take it to a gang so they can chop shop it..

usually the road crew worker respond to people in need of a tow (out of fuel) or if they need the car fixed. Cops can also request a road crew to remove a car from the street.
