TOPIC: A question about the road worker in PERP

I was just wondering about a little thing I saw in the PERP...

My car got smashed up and need to be towed. Me and my friend followed the road crew worker who towed the car and we saw this: http://puu.sh/1T79O and this: http://puu.sh/1T7b0

Now, I thought it wasn't part of your job as a road crew worker to tow broken cars and take them to a gang of guys with guns and lock picks. My car had one of those security upgrades and as soon as that shutter closed it kept saying that message "Someone attempted to break into your car" or something similar. Not only that but James Fritz (the tow truck driver) then emerged with a friend armed and tried to mug my and my friend a bit later. Just after the pictures in fact. Now I would post a ban request but I just want to make absolutley sure you can't do what this guy just did.

P.S. In between the pictures and when me and my friend got mugged I saw that black car in the shot get driven out and taken to the NPC where you sell stolen cars. My friend can confirm this.

If i remember right, the road crew worker have a repair bat/wrence to fix cars. They can do this for free or for a small fee. But they are not allowed to take it to a gang so they can chop shop it..

usually the road crew worker respond to people in need of a tow (out of fuel) or if they need the car fixed. Cops can also request a road crew to remove a car from the street.

cant roadworkers get paid by gangs to bring cars to them? i bet that is possible in irl to
