Also, the example of rule 1.1a you have used here only applies to TTT - on all other servers (I think, don't know if we removed it on PH and Murder yet but we should have) there is not a restriction on names with other characters (Except just a bunch of *s as that could be considered attempting to exploit to get a staff member to punish someone) such as Russian. Allow me to explain it a little better:

Contributions
Contributions must be civil and tasteful.
No disruptive, offensive or abusive behaviour: contributions must be constructive and polite, not mean-spirited or contributed with the intention of causing trouble.
No unlawful or objectionable content: unlawful, harassing, defamatory, abusive, threatening, harmful, obscene, profane, discussion about users who have a terms of service violation ban, sexually oriented, racially offensive or otherwise objectionable material is not acceptable.
Be patient: users of all ages and abilities may be contributing to ZARP or using our services.
No spoilers: material which contains information about new releases or planned events which hasn't been revealed to the public is not allowed to be posted without permission first.
No impersonation.
No inappropriate (e.g. vulgar, offensive etc) user names.
URLs (web site addresses) can only be posted if they are relevant and do not break any Terms of Use listed.

I just feel that isn't specified enough the impersonation section.

Cause some guy moaned at me for tellling him off because he had [A] in his name when he was using voice chat

You're always gonna get people who complain, even if the rule is there. It is unneeded to add another rule for it, since it is already clarified under ZARP TOU

Then tell them that it's part of ZARP's TOU, which counts across the whole community, and if he moans about it just mute him as he's clearly not got an interest to follow the rules.

TL;DR: there's no need for this rule change.
