Other comments - He resumed Breaking rules after that (RDMing everyone) but i dont have proof of that
Reason - Propsurf to get to areas and glitching out the map (Thats why he cant be shot but he can shoot back)
Story - I was walking around spawn and the server started lagging alot and after checking the sky there was a prop with someone standing on it and a saphire printer (which probably caused the lag) And he started shooting me. and i couldent kill him because he was in the skybox. He relocated after that and thats where it ends.

It's not outside the map but he propsurfed up to that sky and he is surely printing in an inaccessable location.

This would not be outside the map, he's just using propp surf to get to his destination which is a whole other kind of exploit. The player should be warned 2x

Looking at the good proof the player broke 3 rules; Propsurf,Skybase, prop Blocked himself inside
