Random Death Match Is No Reason Killing People. Maybe I'm Going To Take Some Armor From Armor Npc And I Got Sniped Or Something. Thats RDM. + When I Spawned And A Mutant Came And Kill Me. RDM.

Explain "New Life Rule" and give an example scenario.
New Life Rule Is When You Die You Can Not Go To The District You Die For 3 Minutes. Maybe Raiders Raided My Base And I Died In Main District. I Can't Go To The Main District For 3 Minutes. + I Cannot Remember Anything.

Explain "Metagaming" and give an example scenario.
Metagaming Is Using OOC = Out Of Character Chat. If You Gonna Use It For Your Character It's Metagaming.
Maybe A Guy Saying ''I'm At PD Help Me Please'' Its Metagaming.

Player x accuses player y for RDMing him, the console log shows that player y killed player x.
I'll Listen The Stories First. If The Stories Are Different I'll Ask To X If He Got Y Will Get Warned. If The Y Lies Will Be 2 Warns. If Y Will Say The Truth Ofc Y Will Get 1 Warn. If X Got No Proof I'll Ask Reason To Y. If Gives No Reason = Warned.

Because I Was OLD MOD Demoted For Inactivity When I Was Coming That Day To My Home From Holiday... Thats Really Unluck. + I'm Good Player. And I Got Experience And I'm Gonna Be More Active. I Can't Go To The Main District For 3 Minutes. <-- Definition is incomplete. NLR doesn't only reffer to districts, players can be breaking NLR even if they don't return to the same district.

Metagaming Is Using OOC = Out Of Character Chat. If You Gonna Use It For Your Character It's Metagaming.
Maybe Someone's Base Got Raided. And Using OOC For Help. It's Metagaming.<-- The definition is vague. Metagaming is giving IC info OOC and also using OOC info IC.

You can't just ask for proof from the beginning. What if player X actually got RDM'ed and didn't get to record it? You must ask player Y for a reason. If no valid reason is given, you can warn for RDM. Other than that, the only thing you can do, within the limits of common sense ofcourse, is try getting a confession for player Y. Proof should be asked for in the last part of the sit.

You must listen to stories, check logs, consider the possibilites and situations. You must get player Y to confess, in the case player X has no proof. You must not ask for proof from the first part.

Result
Basically, your application is short. Definitions are vague, and handling most situations is wrong from my POV. You were however a moderator, and demoted for inactivity. Whilst being a mod, I don't recall see you abusing or such.
I will hold in my verdict for now, the final one probably being in the meeting.

Attitude: normally a nice guy, helpful, and generous.

Activity: definately needs improving, due to the fact you returned 3 days ago, from a 14 day-long absence. By the time the meeting comes around, you'll only have been playing for just around a week. Maybe, if you can keep your activity strong and steady throughout the week, it would be adequate. Remember, just because you're an old Moderator doesn't mean that you're still trusted, 3 days isn't usually enough to determine a person's personality. I would also like to explicitly state that you should show your trustworthyness by interacting with players helpfully and respectfully.

Application: by all standards arduous. Please refrain from using the underline code for every answer, the reason the function is there is to make extra-important texts stand out, similar to bolding. Although I detest correcting others' English capabilities, you don't need to capitalize the first letter of nearly every word- here's a tip: only capitalize words when they're preceeded by a full stop ( called a period elsewhere, it's the dot at the end of a sentence ), when it's a name of something, someone or somewhere, for more information, see here.

In all of the SSRP related questions you don't mention asking for each side of the story. This method is the barebones of staffing a server, the first thing you should do when dealing with a situation like the ones stated in the application is to ask the accused and the victim(s) for their side(s) of the story- you were a Moderator before, you should know this.

Located in the "Why I should be chosen (we recommend around 150 words)." section of the application, you enlarge and red colour the "OLD MOD" text. This leads me to believe that you somewhat expect to have a much larger chance of acception due to the fact you were Ex-Staff, don't get me wrong it does present the perk of being more trusted, experienced, etc.. but it's the way you shove it in the faces of the reader that screams out arrogance. No offence, but it just makes you seem like you think you're above most of the other applicants who may have not been staff here on Zarp before. Alter it if you wish, that's entirely up to you.

Warnings:no idea if you have any recent warnings, I doubt so due to the fact you haven't been very active, also because you have a grip on the rules.

Please, improve on the application as it's by far the most disappointing attribute of yourself, Hellforce. Activity won't be too hard to improve on, so that's easily improved passively.
