Hey guys, so I'll be off the servers for a few days as I can't get on my steam account currently. I had steam guard on my tablet, however it broke so i'm waiting for a response to my support ticket. no he cant, without his recovery code
the same happend to me a couple of month ago. He probably sent a ticket to steam with proof of ownership and they will remove the authenticator so that he can relink with a new phone number, this process can take time because since its steam support
