EDIT: just wanting to add something to this post;
The current staff members usually don't ban people for a very long time if it is not necessary. In the case that they might do so we have the Appeals and the Report Abuse sections. If the said player takes the time to fill out a report abuse or an appeal, then we know that they most likely care about the server and they really did not know the rules (even tho it's their responsibility). If they just leave from the community for a ban of like 3 days then great, minge deterrent. It's basically the same with longer bans unless they get offended by the ban and think it's not a server to come back to in which case we should change the gameplay and actually punish rulebreakers, which will improve the time they spend on the server and make them want to come back. Therefore the idea to not give bans more often / give a lot of verbal warnings is counter-intuitive since rulebreakers will feel that they can get away with it easier, therefore, playing on the server which may increase the player count temporarily but in the long term it will damage the reputation of the server and make players not want to play on it.
TL;DR its counter-intuitive.
EDIT2: (This is only my opinion on the matter)
