Hey, so the family sharing parental controls are being lifted tomorrow, 10/13/17, so I decided that I would apply for administrator again. Do I have to make an application again even though if it has only been 2 weeks?

You have to ask a Head Admin or higher for permission to reapply for admin again. You can only revoke a resignation within the same week (which has already passed).
