let admins remove recents put on by themselves. this came to my mind when i banned myself for 1 minute

No. Could lead to abuse.

There's no harm in contacting a HA to remove it (or any admin+ in your case) (also you need to use the suggestion template if this is a formal suggestion)

edit: also just dont ban yourself.

Has been a suggestion before and will be denied like before. If they don't allow super admins to remove them I don't know why admins would be able to

Super-Admins and admins is not trusted with that kind of power power therefor this is prob gonna be denied
